Please take a look at https://github.com/epics-base/epics-base/pull/425 which I believe provided a solution for the 3.15 branch, although we were reluctant to merge it because of the changes to the public APIs. I originally thought the APS was going to need this but in the end we upgraded all our legacy IOCs sufficiently that we don't. Brian's work may be sufficient for you to use as is, but if you want this to be merged we could re-consider that. It's possible we might keep it on the 3.15 branch and not merge it into the 7.0 branch though. Please keep us informed!
