Subject: AR tool MONITOR: round stamps option

I've been running some tests to get some upper limit on the number of data
points that I can archive for our application at 40hz.

It seems that when I specify a round stamps time of 25ms on the MONITOR field
for the archiver things seem to run okay.  However if I specify a round stamps
time of 5ms the number of dropped points seem to dramatically increase by
orders of magnitudes all else being the same.

Can anyone shed some light on what exactly does the MONITOR: round stamp option
do, besides rounding the timestamps to the nearest time specified?  Does
it actually sample the data points at that interval?
