EPICS Base version R3.13.9 has been released and is now available to licensees with a registered password in the downloads area of the EPICS website: http://www.aps.anl.gov/epics/download/base/index.php

This is mostly a bug-fix release, resolving various obscure problems associated with reliability of vxWorks IOCs in stressful environments. See the Release Notes linked from the R3.13 page for details of the changes: http://www.aps.anl.gov/epics/modules/base/R3-13.php
