There is an option that you can give makeBaseApp if it can't find the path 
to Base, but that's not where the reported error message occurred:

It looks to me that the convertRelease.pl file doesn't like the spaces in 
your pathname '/home/KEK J-PARC Group/iocs/configure'.  I can quite 
believe that this would cause other problems throughout the EPICS build 
system, so I suggest that you need to rename your 'KEK J-PARC Group' 
directory to something without spaces in it.  Many Unix tools don't do the 
right thing when files or directory names contain spaces, and I don't 
think it's feasible to try and fix this.
