In normal circumstances the %.c:../%.stt rule in base/config/RULES.Vx is
the one used, and that one doesn't have this problem.
The bug is there in R3.13.2, R3.13.5 and R3.13.9 (at least).
It's actually been there since epics_R3_13_0_beta12. Janet's commit
message for these lines in 1997 was:

I suspect that if we make any such change in R3.13.x it'll probably be to
remove the rule completely, it doesn't make much sense there. However the
R3.13.x branch of Base is not getting much attention any more other than
critical bug fixes.
