This is a known bug, #117 in our Mantis database, and has been fixed in 
the R3.14 branch of CVS.  Jeff committed changes to src/rsrv/camessage.c 
on 9/7/04 to resolve this; you can find the change using our CVSweb 
browser here:

However I don't know if that one change can be applied to an older version 
on its own.  There is no fix for the R3.13 branch.
