For 3.14 the limit is 60 characters not including a terminating null byte.
For 3.13 the limit is 28 characters not including a terminating null byte.

There may be some CA applications that do not accept the longer names 
but all the major tools should be OK. I believe that SNS has many PV 
names with more than 28 characters and would have complained if they 
found problems.
