I would normally expect to see an architecture part to your library and command paths. So assuming the EPICS_HOST_ARCH environment variable is set, "$EPICS_BASE/lib" would instead be "$EPICS_BASE/lib/$EPICS_HOST_ARCH" and "$EPICS_BASE/bin" would instead be "$EPICS_BASE/bin/$EPICS_HOST_ARCH".
