The file  AS config file existed, was 'good' as per ascheck,
and while the subroutine-triggered AS config file reload was deadlocked,
an 'asDump' from the IOC shell confirmed that the new file got loaded.

So I'm 110% sure this is not about loading the file, but a follow-up
deadlock in the config-changed callback to RSRV.
