My Fedora Core 6 installation doesn't list /usr/local/lib in 
/etc/ld.so.conf (I think the OP was using FC-6 too IIRC).

uranus% cat /etc/ld.so.conf
include ld.so.conf.d/*.conf
uranus% cat /etc/ld.so.conf.d/*
/usr/lib/atlas
/usr/lib/octave-2.9.9
/usr/lib/qt-3.3/lib

SYS_LIBS does seem reasonable, but if you're going to do that then the 
asyn documentation should explain that to use the NI libgpib.so library 
the user may have to add an entry to /etc/ld.so.conf or create a new 
file in /etc/ld.so.conf.d to include the appropriate directory in the 
linker's default search path.
