Hi Patrick, I'm not sure whether I understand the question. We're using the alarm handler to send email but there is no reason why you can't use it to send a message to a phone instead. If you send the alarms to a mailing list people can subscribe and unsubscribe as with any other list - which isn't what we do here, we use named forward files, so they have to be edited by the owner, but could be doing.
