For future reference, I have just successfully built Base using just the tools (Perl, gmake, gcc, g++) that come with Strawberry Perl 5.14.2.1-32bit, with EPICS_HOST_ARCH set to win32-x86-mingw. The result passes all of the built-in test programs.
