The IOC (and gateway) were build against Base 3.14.11. Direct connection to the IOC works. From my memory, the CA gateway was not forwarding the monitor create request at all, so the IOC version makes no difference in this case.
... So by default we disabled the DBE_PROPERTY support. It's a CSS preference setting.
Unfortunately we seem to have a css distribution version (css-nsls2 3.1.2) where this defaults to enabled and can't be disabled :(
I suspect we will pick up the improved behavior you describe in our next upgrade.
