Not sure what that means. Who saw that happening where? With CSS "Probe"
or ..? Talking to an older IOC or one that supports DBE_PROPERTY? Using a
gateway or not?

As for DBE_PROPERTY support in CSS in general: I had added DBE_PROPERTY
support to the utility.pv library.
Then we noticed that
* the gateway considers DBE_PROPERTY an error, and it'll take a long time
to fix that
* very few data sources support DBE_PROPERTY (only labels for enum data
from binary records)
* no other CA client supports DBE_PROPERTY at this time
So by default we disabled the DBE_PROPERTY support. It's a CSS preference
setting.
We only enable it at the SNS for an alarm server that listens to a binary
PV, and when that goes into alarm, we'd like to see its current alarm
string (a label that's updated via DBE_PROPERTY).

Meanwhile, we're transitioning from the utility.pv library to Gabriele's
PVManager.
Same thing there: DBE_PROPERTY is supported, but by default disabled.

Once we're done with the transition, and there's some wider use case for
DBE_PROPERTY (analog records support it for their limits, ..), we can try
to work towards a default that enables DBE_PROPERTY support.
