No.
SourceForge recently completely reorganized their system, and all SourceForge repositories have moved. They keep a read-only version of the old repositories for a while - that's what you are looking at.

Please go through the project web page at https://sourceforge.net/projects/epics-pvdata/ to get to the current repositories.
