Most likely it's wiring problem, or incorrect comms settings on the host PC. The streams device 'No reply' message can also occur when there is nothing connected.
Make sure the wiring is correct. It's possible the wiring is different for the serial->ethernet converter. (eg. pins 2 and 3 swapped, or something similar.)
You could also try also using something like 'minicom' to test it (from which you can easily set the baud rate, etc).
