I misunderstood your original question, sorry. The issue is related, of course. The answer is still the same, though.
Q: Why does the output of caget list ANOTHER:PV.VAL when I set it to ANOTHER:PV.TIME?Because the .TIME field is not accessible by Channel Access. The timestamp can only be obtained by using a DBR type that includes the timestamp on any valid CA-accessible field of a record.
And this is what the record does. It sets up a link to the VAL field, but uses the time stamp it gets.
