Because the .TIME field is not accessible by Channel Access. The
timestamp can only be obtained by using a DBR type that includes the
timestamp on any valid CA-accessible field of a record.
And this is what the record does. It sets up a link to the VAL field,
but uses the time stamp it gets.
Using your example:

I.e., the link in the database is set up pointing to the VAL field, the
db library hard-codes the time field in recGblGetTimeStamp().
