Thanks for the assist. That was the issue.
I still seem to need to add an uninstall rule like so for the "make clean"; but for my purposes this is just fine.
This is where I landed.
$ cat configure/CONFIG_ABC FILE_TYPE += ABC INSTALL_ABC = $(INSTALL_LOCATION)/abc
$ cat configure/Makefile .... CFG += CONFIG_ABC
clean:: $(RMDIR) $(INSTALL_LOCATION)/abc .......
