Same here.

The 
> epicsEnvSet("EPICS_CA_ADDR_LIST","10.0.2.15”)
for the IOCs is superfluous.
It might keep record INP links on that IOC to reach records in other IOCs, but that’s beside the original question.

The IOCs - when acting as clients! - should use the same as your command line ‘caget’, i.e. the broadcast address:
> [dsanz@localhost ~]$ set | grep EPICS_CA_ADDR
> 
> EPICS_CA_ADDR_LIST=10.0.2.255

If caget can still not connect, I would suspect something special in the network configuration.

Is this by chance not a “real” computer but a virtual machine on some host?
Is there a firewall? Maybe turn iptables off just to test?
