There is no such release. Did you mean 3.14.12.3 instead? That is from 2011.
So I am wondering if anyone intended to fix this error in these old versions,
These are "releases" and by definition cannot be fixed.
3.14.12.x, where x=2-8 are bug fix releases, which only fix bugs and do not break the API. Why are you trying to run 3.14.12..3 which is 8 years old, rather than the latest bug-fix release that is only 1 year old?

I tried to install an old version EPICS base 3.12.14.3 on CentOS and downloaded the source file from the ANL site:
https://epics.anl.gov/download/base/index.php
and found an error (an extra '$' character) in the "configure/os/CONFIG_SITE.linux-x86_64.UnixCommon" file.
I searched on the tech talk and checked the git history and as Andrew Johnson said in this thread:

This error happened since 2005 and affected many old versions. Finally it was removed by Andrew Johnson at 2016 after base 3.14.12.6. So I am wondering if anyone intended to fix this error in these old versions, or if not, maybe add some "README.FIRST" on the download website?
