Thank you Mark, Ralph and Andrew,
the lso record works perfectly! I wasn't aware it existed in 3.15.
I couldn't get Marks's suggestion to use
field(OUT,"$(X)netCDF1:FileName.VAL$ CA")
in the scalout to work, but didn't try very hard, because the lso record does exactly what I need.

You can also use a long string output (lso) record to copy a string into a waveform or vice versa.
