Can you please indicate which version of sequencer is for 3.14.12.4?
The link http://www.slac.stanford.edu/grp/cd/soft/epics/sequencer is not
accessible.
It is also not available on http://www.aps.anl.gov/epics.

That is an old version of the sequencer. Its download page [1] very
clearly shows the version of base it works with, in this case 3.14.8
Maintainership of the sequencer module has moved. Please use a recent
version of the sequencer, available on its current home [2], which will
compile and work without problems with a recent version of base. The
EPICS web site [3] also points to the current home of the sequencer.
