The "TESTPROD := catime acctst" line never worked properly for
host builds with any version of R3.13 (I tried R3.13.4 - R3.13.7).
The catime executable will be built if it does not exist, but will
not be rebuilt when catime.c is modified. You need to add the
following 2 lines to the ca Makefile.Host.

catime_SRCS += catime.c
acctst_SRCS += acctst.c
