Summary
dbExpand behaves inappropriately on error
Description
When dbExpand encounters an error while executing, it neither deletes
the (empty) target file nor returns an error value <> 0 to the shell.
Thus make does not detect the error, does not stop and leaves behind
a zero-size dbd file that gets installed as if correct. Even
additional make commands in that directory will not regenerate the invalid file.
As further consequence invalid database definition files get
installed to the production system.

There the consequences are even worse as the zero-length databases do
not generate errors or warnings when the IOC boots. Really hard to track
down.
Should there be a warning when a database file exists and gets loaded,
but does not contain a single record?
