Implementing a "nice" shutdown on vxWorks was part of it, including my
sysAtReboot() addition to the APS BSPs. However it appears this may be
causing other problems at reboot time if any of the registered routines
block after the CA epicsAtExit() routines have already destroyed the CA
context.
