I have rebased this branch onto the 3.15 trunk, and pushed the result to lp:~epics-core/epics-base/rebased-atomics which is suitable for merging into 3.15.  Branches that were derived from this one (such as lp:~johill-lanl/epics-base/epicsThreadOnce-atomics-based which I will work on) will have to undergo special processing to get merged, so please start any new work from the rebased-atomics branch, not this one.
