I have merged everything I know about that's ready into the 3.16 branch
now, any last-minute issues or tweaks before I create the final 3.16.2
release (tomorrow afternoon my time)?

Merging these changes up into the 7.0 branch is a bit messy because the
*Record.dbd → *Record.dbd.pod updates are causing a rename/rename
conflict and being marked by git as a delete + add instead of a rename
(even with merge flags -X ignore-space-change -X rename-threshold=5%).
Hopefully future modifications will be properly detected.
