When using MSI on WIN32 to expand templates, occasionally the output
file is truncated. This can be quite random - rerunning the command
again usually produces the correct result.

Bug description:
  When using MSI on WIN32 to expand templates, occasionally the output
  file is truncated. This can be quite random - rerunning the command
