Breakpoint tables documentation

Hello,

 

Some of our recent discussions here at ESS brought up the issue of breakpoint tables. Looking at the what is written in the 3.14 RRM wiki:

did not really explain what is going on…

I had copied the old text verbatim to docs.epics-controls but I wanted to update the text to something more useful.

I tried to condense what I read from existing documents (old RRM versions, App Dev manual) and what I read from the code:

I hope I got it right. If somebody can spare 5-10 minutes to review the text, I would be happy.
