Lessons learned investigating EPICS Base build failures

A build failure related to 'epicsTempFile' is often not specific, this just happens to be the first file compiled using the EPICS Build rules.

A build failure related to 'iocLogServer' is often not specific, this just happens to be the first executable built by linking against a locally built library (libCom).
