Given QueryPerformanceCounter() is likely to work on Windows 2000 and above, and guaranteed to work on Windows XP and above I have removed use of GetTickCount(). I wasn't quite sure of the best way to exit if there is an issue (which should only happen on Windows 2000) - I have just raised an errlog MAJOR at the moment.
