Hi Core Members,

  I added several configuration files and updated EpicsHostArch.pl for
EPICS base in order that EPICS base is compilable without an emulation
layer.

  Since I don't know the exact procedure how to do it, I forked it
through the launchpad, and pushed the changes into the
"darwin-aarch64" branch. Please let me know what you think.
