Subject: Missing definition for MKDIR if you don't build epics-base for Unix (e.g. RTEMS only)

MKDIR = mkdir -p
is defined in configure/os/CONFIG.UnixCommon.Common

If you now build an application only for RTEMS:
make T_A=RTEMS-beatnik
directories like
lib/RTEMS-beatnik
../O.Common
can not be created.

I therefore had to extend configure/os/CONFIG.Common.RTEMS by:
MKDIR = mkdir -p

Presumably this will apply to other targets too?
