My work last week on ezca, EzcaScan, and ezcaIDL was also in part due to a complaint at NSLS-II that their IDL installation could not talk to 7.0.X IOCs. They were using an old version of ezcaIDL.dll on 32-bit Windows. I assume the problem was because that was built with an old version of base, but I don't know exactly what version. I am quite certain that it was 3.14, not 3.13.
They subsequently decided they needed to update to 64-bit, so I built a new 64-bit version of ezcaIDL.dll with base 7.0.4, and that is working.

Subject: CA incompatibilities?
One of my customers complained that his EPICS 3.13.2 client cannot connect any longer since the IOC has been upgraded
from 3.14.12 to 7.0.5. (Don't tell me that he should upgrade, please.)
Searching the release notes, I found that support for clients < V4 (< EPICS R3.12.0-beta1) are not supported any longer
since 3.16.1. But the client is question reports V4.8.
Was there another CA compatibility drop since 3.16.1?
Dirk
