Makefiles

Bug description:
In addition to the existing
USR_CXXFLAGS_Linux = -fno-strict-aliasing
USR_CXXFLAGS_RTEMS = -fno-strict-aliasing
add this line to src/ca/legacy/gdd/Makefile:
USR_CXXFLAGS_vxWorks = -fno-strict-aliasing
Add all three lines to src/ca/legacy/pcas/build/Makefile.
The vxWorks 6 compilers between 6.2 and 6.7 all print warnings about
broken strict aliasing rules and all understand that flag. The vxWorks
5 compiler does not understand the flag but 3.16 does not build with
vxWorks 5 anyway.
