While preparing some Doc for APS Release 3.11.6 I spent some time trying to
convert Frame Doc to html for use with xmosaic. I finally
gave up and generated postscript because of time pressures.

Unless I am completely off base the following is true.

1) The frame to html filter only converts via frame paragraph tags.
2) html does not provide for the full range of things that can be done with
frame.

I will also maintain that it is very desirable to allow our doc to be
converted to html format so that we can use xmosaic efficently. Since APS is
committed to having all out Doc on-line via xmosaic it is VERY desirable.
Reverting to postscript makes xmosaic run slower and creates real problems for
creating hyperlinks.

Assuming the above it seems that

1) We cant just pick a frame template. Rather we must choose a frame template
that works compatibly with html.

2) Frame user's should NEVER override individual paragraph definitions because
the overrides will be lost during conversion to html.

Just a couple of additional comments.

I looked at some of the O'Reilly books. There is a lot of consistancy between
their various books. In addition it looks like their format could easily be
converted to html. The format looks like it is derived from a simple set of
template definitions. I only bring up O`Rielly because it provides a example
of what I think we are trying to obtain.

I did not have time to pursue the problem of properly converting the 3.11.6
Doc from frame to html. It should be possible but will take some real effort.
