Basically, but I would go one further. Hand out accounts that are ONLY
valid for FTP use that are on the machine that has only the distribution
code on it. We already do this here at APS with our WWW server. A
dedicated machine that noone uses except to put web pages and FTP junk
on. If it is cracked... who cares? We just reload it and reboot it.
Getting on it does not let you do much... it is an untrusted machine.
