The monitored events _are_ queued by CA for both remote and
local PVs. The sequencer may be choosing to discard intermediate
events that occur when it does not have the CPU (I had
a discussion with Andy several years ago concerning this and as I
recall he indicated that this was how the sequencer
was implemented - CA monitors are copied on to the
sequencer's one entry deep cache).
