Bret,
The Capfast symbols can be put into the public domain. There are no
restrictions on them.

As per the rest of the questions, I think we need a discussion to 
determine the approach. Who are the Capfast users?
TJNAF, Gemini, LANL - who else?

It seems that it would be best to put the symbols in the EPICS release
as it is release specific. These would go into extensions. As Gemini
distributes their release to the most sights, perhaps it would be
best to put your symbols into the release and have you maintain them.
