The edif tools expect to use yacc and lex instead of e_flex and antelope.
I note that the CONFIG.Unix.<arch> files all
have YACC = yacc and LEX = lex in my 3.12 config files, so edif
builds fine with those config files, 
but there are not any CONFIG.Unix.<arch> files in 3.13.

The simplest thing to do would be to edit the Makefile.Unix file
in the edif directory an put the lines LEX = lex and YACC = yacc
right after the includes.  You must do a gmake clean or at least delete
all the .c files in the O.<arch> directories before remaking.

I will talk to someone about getting the change made in the
distributed copy.
