I wonder if you had an error when you built epics in /cello/epics/R3.12.2?
If you look at the script getrel it checks for bin, src/ascii and rec underneath
base.
#excerpt from getrel:
EPICS=${1}
BASE=${1}/base
CONFIG=${1}/config

if [ ! -d ${BASE}/bin -o \
     ! -d ${BASE}/src/ascii -o \
     ! -d ${BASE}/rec ]; then
        cat <<-!usage
    $USAGE

    ${EPICS} does not appear to be an EPICS root tree...
