Sorry - I don't think so.
As the shell task that opens the file comes as object code, changing the
header file will not change the behaviour of ">".
Nevertheless, WRS said they will think about making DEFAULT_FILE_PERM a
global variable to make it act like a shell's umask.
*Sigh*.
