base release baseR3.13.0.beta12

baseR3.13.0.beta12 is now ready.

A branch will be made in the CVS repository for 3.13. Only bug fixes
will be made in this branch. As soon as we have had the chance to run
successfully on the various supported platforms and on some production
systems a release 3.13.1 will be announced. Thus no new functionality
will be added to the 3.13 releases.

We strongly encourage the platform developer's to try beta12 so that we
can discover any platform dependent problems.

The tar file is available via the WWW EPICS software distribution page
at ANL.

Quite a few changes have been made since beta11. There are three new
documents available via the APS WWW EPICS documentation.

1) Release notes for beta12.
2) A new version of Application Source/Release control.
3) A new version of the Application Developer's Guide.

The application developer's guide is available as postscript and also in
pdf. The pdf version requires version 3 of the Adobe Acrobat Reader. It
is very nice for on-line viewing.
