Portable CA Server Bug Report

All,

A bug has recently been discovered in the new C++ "portable"
CA server library.

Impact:
o All codes linked with a "cas" library (all released versions of EPICS).
o The "cas" library is currently _not_ used in the IOC.
o The "cas" library is currently only used by sites developing site specific 
	CA server "tools".

Symptoms:
Event (monitor) messages are lost or out of order when the client is slow,
the server is under heavy load, and or large arrays are in use.

I would like to thank Joan Sage for discovering this problem and bringing it to
my attention. A fix will be in the next release.
