Any site that is using EPICS code for Operations should be keeping it in a
local repository, imported from a tree that was checked out from the
official repository using "cvs export -kv -r <tag> module", which freezes
the RCS keyword information.
We even do this here at APS - it makes it *much* simpler to apply local
bug-fix patches, and means we only have to accept significant code changes
when we want them rather than when they get checked in by whoever made
them.
