I tend to agree with William L.  Especially, the concept part. With Janet's
proposal the operator's would be required to do two things in my scenario:
    1. Know that the alarm was effected by a FORCEPV mask and disable it, then
    2. Override the alarm as before. 

It's too bad that the  set/reset part of the FORCEPV clears the entire mask not
just the part that the definition called for.
