This happens if you boot a vxWorks target that has been built with PROXY
arpd stuff but don't give it a backplane IP address in the boot parameters
- it's not necessarily an error, but WRS assume that if you've included
the PROXY stuff in the boot image you should be using it and print the
error if you aren't. For EPICS purposes it's likely that you'll want to
be able to use the same vxWorks boot image for both kinds of systems, so I
disable the error message for our BSPs here at APS by commenting out the
relevent printf() in target/src/config/usrNetwork.c
