Sorry access security does not currently support include.

If it is added then it should be done such that dbStatic and access security use
common code to support include. Thus it should be done as part of 3.15 because
Andrew Johnson, as part of extensible links, is making major changes to the
static database implementation.

For now if you really need include for access security, it should be possible to
write a perl or python script that does the include.
