Sounds good to me.

So    

TS_TEXT_ISO        36   YYYY-MM-DDThh:mm:ss.nano-secsTZD
TS_TEXT_ISOFITS    20   YYYY-MM-DDThh:mm:ss

Until such time this gets into base, we'll probably live
with a locally hacked R3.13.5 version of tsSubr.c as well
as custom mods to the Channel Archiver's export functions
since this is the main application we are concerned about 
(for now).
